Functions
Market Operations Service

- Develops recommendation with supporting studies and documentation on matters of issuances of certificates of compliance, licenses for suppliers of electricity, contestable markets, wholesale spot market, anti-competitive behavior. Responsible in promoting the development, utilization and commercialization of renewable energy resources.

Contestable Market Division
  • Develops rules and regulations and conduct market surveillance on retail competition and open access
  • Evaluates the performance of retail market and recommends reduction of threshold level
  • Prepares and publishes periodic market reports
  • Coordinates the compliances with standards in Philippine Distribution Code
Licensing and Market Monitoring Division
  • Responsible for the issuance of all licenses for participants in the electric power industry
  • Issuance of guidelines and monitoring of compliance and proper coordination with bodies like Grid Management Committee on the matter
  • Inspects the premises/ books of accounts/ records of power generation plants to ensure compliance with standards
Renewable Energy Division
  • Responsible for the development, implementation, monitoring and review of the programs under RA 9513 including review of off-grid program and framework grant of cash incentives for off-grid renewable energy plants
  • Implements other functions as provided by RA 9153
Spot Market Division
  • Approves all WESM pricing methodologies and rate of Market fees
  • Issues/ Updates rules suspension and competition rules
  • Conduct intensive market surveillance to monitor against anti-competitive behaviors
  • Provides analysis of behaviors of participants and market results and prepares periodic market reports
