INVITATION TO SUBMIT COMMENT ON THE PROPOSED MEMBERSHIP OF TRANSCO TO THE GMC AS GOVERNMENT REPRESENTATIVE [Archive-213]

Notice is hereby given that the Grid Management Committee (GMC) is seeking comment on the proposed Membership of the National Transmission Corporation (TransCo) to the GMC as Government Representative and the following corresponding amendments to the Philippine Grid Code:

 Amendments to the PGC:

 1. The definition of the "Grid Owner" is amended to be read as follows:

 "Grid Owner The party that owns the high voltage backbone Transmission System."

 2. The term "Transmission Provider" is adopted to be read as follows:

 "Transmission Provider The party that operates, upgrades, maintains and expands the Transmission System and is responsible for maintaining adequate transmission capacity in accordance with the provisions of the Grid Code."(n)

 3. Paragraph 2.2.2.1 is hereby amended to be read as follows:

 "2.2.2.1. The GMC shall be composed of the following members who shall be appointed by the ERC;

(a) One (1) member nominated by the System Operator;

(b) One (1) member nominated by the Transmission Provider;

(c) One (1) member nominated by the Market Operator;

(d) Three (3) members nominated by Large Generators;

(e) One (1) member nominated by Small Generators;

(f) Three (3) members nominated by Private and Local Government Distributors;

(g) Three (3) members nominated by Electric Cooperatives, one (1) each from Luzon, Visayas, and Mindanao;

(h) One (1) member nominated by Suppliers; and

(i) One (1) member nominated by Large Customers"

 4. Paragraph 2.2.2.2 is amended to be read as follows:

 "In addition to the regular members, there shall be four representatives, one each from the ERC, DOE, NEA, and TransCo to provide guidance on government policy and regulatory frameworks and directions. The government representatives shall not participate in any GMC decision-making and in the formulation of recommendations to the ERC."

 Interested parties may submit their comments (both in hard and soft copies) on the proposed amendments to the GMC Office located at the 20th Floor, Pacific Center Building, San Miguel Ave., Pasig City on or before 23 January 2013. Electronic copies may be sent to mpfernandez@gmc.gmcdmc.ph.
