International Conference on Competition in the Power Industry 2013 [Archive-285]

The Philippine Electricity Market Corporation (PEMC), in coordination with the Energy Regulatory Commission (ERC), cordially invites you to a conference entitled, International Conference on Competition in the Power Industry 2013.  

The conference hopes to usher in renewed discussion on fundamental precepts and principles of competition in the power sector, pursuant to the policy of the Electric Power Industry Reform Act (EPIRA) “to ensure transparent and reasonable prices of electricity in a regime of free and fair competition xxx.”  Learnings and best practices from other jurisdictions are hoped to be drawn from the conference with the presence of energy regulators, public utilities, electricity firms, and distributors through targeted presentations, case studies, panel discussions, and open fora.  Power exchanges and market surveillance groups from other countries will also be invited to share their experience on competition policies governing electricity markets.  The conferencewill cover the following topics – 

  • Topic No. 1: Overview of Competition Policies and Principles

This session will delve on the fundamental precepts and basic principles relating to competition framework in the global setting. 

  • Topic No. 2: Analysis/Survey of Competition in the Electric Power Industry

Energy regulators from several jurisdictions will examine how competition works in the power sector cognizant of the objectives of competition policies in encouraging market development and customer choice to further public interest. 

  • Topic No. 3: Challenges in Introducing Competition in the Electric Power Industry

This discourse will feature discussants from power industry participants presenting issues that deter the robust enforcement of competition in the power sector. 

  • Topic No. 4: Promoting Competition in Electricity Markets/Power Exchanges

The role of electricity markets/power exchanges in ensuring greater supply and rational pricing of electricity will be discussed within the context on how competition drives the conduct of spot market participants and how these are being monitored by the electricity markets/power exchanges. 

In conjunction with the Department of Energy’s (DOE) celebration of the 2013 National Energy Consciousness Month (NECM) in December, the event will be held on 6 December 2013, Friday, from 8:30 AM to 5:00 PM at the Isla Ballroom of the Edsa Shangri-La Manila, 1 Garden Way, Ortigas Center, Mandaluyong City, Manila, Philippines.
