The Energy Regulatory Commission (ERC) slated the conduct of a series of Public Consultations (PubCons) on the proposed Rules for Setting the Distribution System Loss Cap and Establishing Performance Incentive Scheme for Distribution Efficiency for stakeholders from Luzon (North and South), Visayas and Mindanao*.  The PubCons aim to set out the policy context of the proposed framework for the DUs and seek the views of all stakeholders.  

The PubCons on the proposed system loss cap will initiate the process leading to the approval of the final Rules.  The PubCons are set on the following dates and venues:

o    29 & 30 May 2017 (Monday & Tuesday)) at 9:00 AM at the ERC Hearing Room, 8th Floor Pacific Center Bldg., San Miguel Avenue, Pasig City (29 May 2017 is for South Luzon and 30 May 2017 is for North Luzon)

o    01 June 2017 (Thursday) at 9:00 AM at Summit Circle Cebu, Fuente Osmeña Circle, Cebu City

The proposed Rules intend to specify distribution system loss caps for all DUs based on technical criteria and objectives of the EPIRA as it establishes separate loss caps for Technical and Non-technical losses.  The subject Rules will also introduce incentives and/or penalties based on total distribution system loss cap to promote efficient operation and service of the DUs.  

ERC Officials expressed their confidence that the conduct of the regional PubCons will enable the proposed framework to be responsive to the needs of the public.  “We fully support the intent of the government, to unburden the general public from shouldering the costs of systems losses in the distribution of electricity”, said ERC OIC-Chairman Alfredo Non.
