ERC Fast-tracks Approvals of PAOs and COCs

The Energy Regulatory Commission (ERC) approved the grant of Provisional Authorities to Operate (PAOs) and the issuance of Certificates of Compliance (COCs) to eight (8) Generation Companies (GenCos) during the regular Commission Meeting held on 27 February 2018.

PAOs will be issued to the following GenCos: 1) Peakpower San Francisco, Inc. (PSFI 1st Extension) for its Diesel Power Plant with 5.20 MW capacity located at Brgy. San Francisco, Agusan Del Sur; 2) Peakpower Bukidnon, Inc. (PBI 1st Extension) for its Diesel Power Plant with 10.42 MW capacity located in Manolo Fortich, Bukidnon; 3) SMC Consolidated Power Corporation (SCPC 2nd Extension) for its Limay Circulating Fluidized Bed Coal Fired Thermal Power Plant Unit 1 with 150 MW capacity located in Limay, Bataan; and 4) SPC Power Corporation for its Power Barge 104 Bunker Coal Fired Diesel Power Plant (Units 2 and 3) with 16 MW capacity and Black start Diesel Engine Generator with 0.600 MW capacity both are located in Ubay, Bohol.

The ERC also granted the conversion of PAOs to COCs to two (2) GenCos, particularly: 1) King Energy Generation, Inc. (KEGI) for its KEGI Bukidnon Bunker Coal-Fired Diesel Power Plant 1 with 3.20 MW capacity and Black start Diesel Engine Generator with 0.310 MW capacity both located in Quezon, Bukidnon; and 2) Peakpower Soccsargen, Inc. (PSI) for its Diesel Power Plant with 13.94 MW capacity located at Brgy. Apopong, General Santos City.

Meanwhile, the ERC approved the renewal of the COC of PowerSource Philippines, Inc. for its Diesel Engine Power Plant with 0.700 MW capacity located in Bataraza, Palawan.

Moreover, a COC was granted in favor of Pagbilao Energy Corporation (PEC) for its Pagbilao Unit 3 Coal Fired Thermal Power Plant with 420 MW capacity and Black Start Generator with 1.04 MW capacity which are both located in Pagbilao, Quezon.

GenCos granted with a PAO will be able to operate its Generation Facility for a period of six (6) months from issuance thereof. The six (6)-month validity period shall be included in the five (5) year-term of the COC that may be issued by the ERC for such Generation Facility/ies.

“With the approvals of PAOs and COCs to Generation Companies, power supply will be augmented as additional power will be injected into the grid. This will keep a stable power supply especially during the coming summer months when the demand for electricity is expected to increase drastically.  That’s why we, at the ERC, are acting with dispatch to avert load shedding or brown outs,” Chairperson Agnes VST Devanadera said.
